Bulk "invite to past requests" on users

We've added an easier way to invite users to all open and pending requests:

Invite users to open requests in bulk — select multiple users and use 'Invite to Requests' to instantly match them to eligible open and pending sub and cover requests
New 'Invite to Requests' option added to each user's action menu (⋮) for quick single-user access
Invitations are automatically scoped to each user's permissions, skills, locations, and/or teams
Users with sub request permission are invited to class sub requests; users with shift coverage permission are invited to shift cover requests
