In the settings is there a way to allow the instructors to choose the locations they can teach at but NOT be able to change their Region?

we did have an incident where an instructor moved...he was able to switch his Region as well as locations without the Regional manager knowing. if there was a separate setting that prevented the region switch that would be great. just some feedback. thanks
