Enable Download and Print Options for PDFs in Resource Hub

Currently, staff members can view PDFs within the Resource Hub, but there is no option for them to download or print these documents directly from the app or web interface.
Feature Request:
Add functionality that allows users to:
- Download PDFs stored in the Resource Hub to their device.
- Print PDFs directly from the app or web view, where supported.
These options can be controlled via admin permissions so clubs can choose whether or not to allow download/print access for specific documents or roles.
