When subs are "REOPENED" the sub requests only go to the people who didn't respond to the original request.. a lot of times subs are re-opened there has been a passing of time so there is a chance those instructors who declined it before may be available but they don't get another alert.. is there a way re-opened subs could be treated like a new sub so everyone gets the notification?
