Ability to add an additional role such as "HQ" or "Corporate" to filter and segment visibility and identity for corporate stakeholders in franchisees accounts

We are looking for Instructors to send DMs to other staff and admins as well, but seems they are able to create dm groups as well, which we do not want to allow them, A separate permission setting to disable Group Dms will work.
